Abstract This paper is aimed to reveal relationship between industrial clusters and poverty reduction. Industrial clusters lend themselves to poverty concerns both directly through employment, incomes and well-being generated for the working poor, and indirectly, through their wider impacts on the local economy. The article examines existing evidence underlined the role of clusters in poverty reduction. It also turns to the issue of measurement of the social and poverty impacts of clustering. The paper concludes by considering the policy implications that arise from adopting a pro-poor agenda on cluster development.
